Peter Hogan

Peter Hogan is a dedicated and compassionate advocate for victims of serious crimes. 

With a long-standing career in law enforcement and victim support, Peter’s career with NSW Police spans over two decades. With an extensive background in senior investigative and leadership roles with NSW Police including the Homicide and Serious Crime Squad, Missing Persons Unit and State Intelligence Command, Peter has led multi-agency operations and high-profile investigations, earning a reputation for integrity and analytical rigour.

Peter is currently an investigator with Rogan Consultancy and serves as a victims advocate for Advocacy Australia and the Lisa Harman Foundation providing his insight and compassion to individuals and families affected by trauma, serious incidents, and unsolved crimes.

A strong believer in collaborative reform, Peter works closely with government agencies, legal bodies, and community organisations to improve services and systems for victims to deliver sustainable justice outcomes. His work helps influence policy and promote a victim-centred approach in public safety and advocacy.

Peter’s empathetic approach and in-depth knowledge of investigative procedures help victims navigate complex legal systems with respect, dignity and understanding. He also liaises with coronial and forensic investigations, ensuring fairness, transparency, and compassionate communication between all parties.

Peter holds multiple qualifications in policing, investigations, fraud control, emergency management, and community services. Through every role, he remains committed to building a legacy of justice, safety, and respect for victims and their families.

Peter is the co-host of the award-winning podcast, ‘Watching Two Detectives’ for Sarah Ferris Media, with former NSW Police Detective, Scott Rogan.

Peter is a trusted voice for victims of serious crimes, ensuring their rights are respected and their voices heard throughout the justice process. His compassion for victims of serious crimes makes him a highly valued member of Advocacy Australia’s Victims of Crime Advisory Committee.

Scott Rogan

Scott Rogan is a passionate advocate for victims of serious crimes and their loved ones and is dedicated to contributing meaningful change to the systems that fail them.

Scott is an innovative, forward-thinking Director and Senior Investigator with 38 years experience in providing strategic and operational leadership and governance across law enforcement, private investigation, government and not-for-profit sectors.

Scott is a highly experienced investigator of serious crimes having served with NSW Police for 25 years, retiring as a Detective Inspector in 2012.

Since then, Scott has applied his extensive investigative skills as Principal Investigator for the NSW Ombudsman, an investigator for NSW ICAC (among other government agencies) and was the Director Operations for the Australian Commission for Law Enforcement Integrity (ACLEI). Scot has been a Senior Investigator with MacKillop Family Services and is consultant with his own company, Rogan Consultancy Services.

Scott’s qualifications are impressive. He holds a Master of Investigations from Charles Sturt University (2021), a Graduate Certificate in Cyber-Crime, Police, Intelligence and Counter Terrorism from Macquarie University (2019), a Graduate Certificate in Corruption and Integrity Management from Charles Sturt University (2015); a Certificate III and Certificate IV from the Government Investigations College of Law Enforcement Training (2019).

Scott serves on the Boards of New Haven Farm Homes Limited (NDIS); The Lisa Harnum Foundation (DV prevention); and is Chair of the Governance Committee for Psychotherapist and Counsellor Federation Australia (PACFA).

Scott is a Governance Institute Australia Fellow, and a Member of the Institute of Public Administration Australia and the Australian Institute of Company Directors.

Kristy Smith

Kristy Smith is a surviving victim of the tragic homicide of her beloved niece. This life-altering experience profoundly shaped Kristy’s perspective igniting a passionate commitment to justice and statutory reform to the justice system particularly the operations of the Mental Health Review Tribunal (MHRT).

Through her lived experience, Kristy is dedicated to advocating for victims of serious crime to ensure the voices of victims and their families are heard and respected in policy and legal processes.

With extensive expertise in public administration, policy implementation, and strategic leadership, Kristy’s knowledge and management skills are extensive. Kristy’s high-level experience in decision-making, stakeholder engagement, and the preparation of complex briefing materials for ministers and senior executives has consistently delivered results in high-pressure, politically sensitive environments.

Dedicated to contributing to a more compassionate, transparent, and accountable system for all those impacted by serious crimes, Kristy brings her unique combination of professional acumen and personal resilience to her role on Advocacy Australia’s Victims of Crime Committee to drive meaningful change.
